His continuation under Waltz is literally someone who was seen as doing their job keeping that job. The council consists of numerous people from a wide range of work backgrounds to give advice to whoever is the governor regarding the work environment for the actual people. Since no one gets paid for this, there aren't really any in-depth interviews of any kind to get appointed. You just have to have a 'good background' in whatever area you are offering to represent. From what I saw, his 'letter' of appointment was the equivalent of a form letter that likely went out to everyone on the council and it ended in 2023. Dude's work profile is a mess though. It feels like he's been trying to live like his work means something big but not actually doing that work. You’re right this appointment really had nothing to do with his party affiliation all the politicians on his hit list were democrats or people that were pro choice. Highly doubtful, this guy doesn't have connections, so he's SOL. If anything, former disgraced officer Derek Chauvin would have a slightly better chance of a pardon.
