Yeah, they don't want the grudge to go away and they want humans to be bad. They wouldn't know how to exist in a world where Fishman and humans were on friendly terms. 2

All of them have switched sides now, and add that to the all the Fishman Pirates who got taken out by Luffy's Haki, and everyone who has been defeated in normal combat since then , the tides should have definitely changed by now.
