Like Fukuboshi said, Hordy and his crew want this grudge between humans and Fishmen to go on endlessly, and wouldn't know how to exist without it. They want the humans to be evil! 1

All of them have switched sides now, and add that to the all the Fishman Pirates who got taken out by Luffy's Haki, and everyone who has been defeated in normal combat since then , the tides should have definitely changed by now.
