If live TV has to be on a slight delay how do they sync up the ball drop?

I just realized this

When they do the countdown on TV it syncs up exactly with the clock on your phone and everything, like they get to the end exactly at midnight. But isn't live TV supposed to have a slight delay? So it should be like 10 seconds behind or whatever. Is the ball drop in true real time or is everyone in New York actually celebrating 10 seconds early to compensate for the delay?

It gets worse.  Ever watch the news where the studio anchor "throws it to" a reporter doing a remote report?  Notice there's a delay before the remote reporter starts?  (Of course this is only if the remote report wasn't pre-produced)  There's the 5 second delay, then there's the transmission delay before the director at the studio sends the signal to the remote camera person to signal the reporter to start (unless the remote reporter has an earpiece - removing a step).
