Chevy plans to introduce a new "Volt" model that is self driving and features no manual controls.

 

Okay, so what happens with state laws that require drivers to be in "full control of their vehicles at all times"?

First and foremost, smart cars have those for the purpise of manual driving when necessary.

Secondly, you haven't provided evidence one exists without manual controls. All you've done was made fun of a "new" car model that's existed since 2011 for a feature that doesn't appear to even exist. Even looking up the 2017 and 2018 versions don't  bring up any results of the sort.
