Just a crop and paste in general that doesnt take the entire pic. Just more of a crop that isnt square, but more precise, to outline an area and all. Then to just copy or cut that out

How do you crop/cut part of a picture to paste onto another? Im fairly new to this software even though its been out for some time. But when I try to copy it, it takes the entire pic which I do not want. Just want to know how I can take like, the heads and chest for example, and just cut that out and paste onto something else. Help?
