I suppose it's possible it debuts its first 3 episodes at Midnight, but then moves down to 11:30 once FLCL3 ends. I also believe Pop Team Epic may not leave Toonami once it's done with its premiere run. It might take a short hiatus but it could be Bebop's replacement at 3 AM.
