But, she is expressing the fact that as a renter she does have fewer remedies than a property owner and are, in effect, treated as second class citizens. That being said, even if the property owner were to withhold his tax payments, he's not going to have any effect on the funding that police receive. He will, however, get a lien placed on his property and, if he continues to withhold payments until someone remedies his grievance, he will lose his property with no compensation.
