Wait, so Isho isn't being controlled?  Tying up the controlled people is actually smart.  I'm shocked.  What, go after Law and Straw Hat and not Doflamingo?!  What is wrong with you?!

if i remember correctly, his deal is that it's meaningless to call out one warlord and act like he broke the rules when the entire warlord system is one where warlords break the rules with impunity.  

"oh, is this one a BAD warlord who went against the grain? we should punish him and replace him with someone else who'll behave? no. all the warlords are trash and nothing will change until we abolish the practice entirely. don't let the populace think warlords can be controlled by weeding out the oisy individuals; let them see the damage and understand that the whoe thing needs t be torn down."

Don't think that part was said yet, but we just got a refresher where Isho said he would deal with Doflamingo personally, and would abolish the Warlord system.  But now he's leaving Doflamingo alone and attacking his enemies.  I don't know what this guy's deal is.
