Below, as in where it joins the hand?  Could be "Trigger Finger".  I started getting that last year on the 2 middle fingers of my right hand (I used to bowl a lot).

Yes, but I’ve never bowled a day in my life. I have been holding my phone pretty much all day, though. That’s probably the cause, now that I think of it.

This finger has been somewhat stiff & achy ever since I was bitten by the dog that attacked my dog back in October.

In hindsight, I probably should’ve had it checked out. Eh….the finger hasn’t fallen off yet. I think it’ll be alright.
