It is possible that a building painted with the stuff may not need air conditioning. I can see a lot of issues - imagine every building on your street reflecting 98.1% of the Sun's rays...and reflecting the rays bouncing off the other buildings painted with the stuff...and you step outside without eye or skin protection. What happens to the plants in the area? What happens to vehicles painted black? To blacktop asphalt? To tires?
