It is possible that a building painted with the stuff may not need air conditioning. I can see a lot of issues - imagine every building on your street reflecting 98.1% of the Sun's rays...and reflecting the rays bouncing off the other buildings painted with the stuff...and you step outside without eye or skin protection.
