Now on season 2 episode 16. Spoilers: I think It's pretty obvious that a Rick Sanchez helped Stan Pines open the portal to bring his brother home. The vats of glowing green liquid look like contraband portal fluid, and, when they were displayed, Stan said that should "help it along", as portal physics obviously work differently in Gravity Falls than in Rick and Morty...

Okay, series completed.

Bill Cipher is still alive, in Stan's mind, recovered with his memories. Perhaps feigning defeat until such a time that he would not be defeated by the Pines family.
