Could be someone getting all their ducks in a row before they claim it, and they're trying to draw less attention by waiting. Or someone lost their ticket. There's still time left for them to claim it.

You have 180 days to claim the prize. 

You can stay anonymous but there are a lot of things to consider when you win that much money at once.

Something like a third of lottery winners go bankrupt within 3 years because they think the same thing. Gotta consider how you're going to manage that money without drawing too much attention to yourself. You need time to find a financial advisor, lawyer, etc. If you want to make sure you don't blow through the money.

$1.5 billion sounds nice on paper, but then I think of all of the people in my area who willingly break into people's homes to get their scummy drug fix.

If I did get the money, I'd have to make a quick exit.

I'm not necessarily saying this person is just waiting, just saying if it were me I would wait to claim the money.
