They are completely shameless about this. And these type of people have never seen any anime that wasn’t spoonfed to them via Toonami, so don’t expect the inspiration to go outside that window. 1 Quote

I’ve made no secret I want this over and done so they can animate Absolute DC, which takes more cues from manga anyway. Besides that though, I have issues when references are shallow. If you’re going to do a magical girl motif (again, a bad idea when you’re making an HBO series with the same characters and mythos) shouldn’t you know what Precure is? How about Nanoha? Cutey Honey? Anything besides this one nearly 40 year old manga? It feels shallow and surface level, and that bothers me when it’s part of these characters with very rich histories. Quote

Precure isn't really a thing here, Nanoha is extremely niche, and Cutie Honey is even older than Sailor Moon. When you have one franchise that transcended anime fandom to become a legitimate pop-culture phenomenon, that's seen as THE magical girl series by all but the most hardcore anime fans, of course you're going to draw most of your inspiration from it. 1 Quote

I do agree if they are referencing something, it’s needs to at least be somewhat recognizable. My issue is, why does the entire thing need to be anime references? Do they not have the ability to make their own product? A fun reference here and there? Sure that’s fun. “We based the whole show off Sailor Moon LOL!” Why? Also, isn’t this show aimed at a younger audience? Why is the inspiration a 40 year old series? Well, we know why, it’s what the staff watched when they were kids, but it just shows how out of touch they are.
