Along the way you can have localized pockets that seem to not be moving towards higher entropy, but ultimately, every process, even your body metabolizing sugars into energy, is increasing entropy. As others have pointed out, there are inherent instabilities in such an alliance as well. BRICS may claim to support developing countries but in reality they just exploit them, the same as you imply the West does. It is no better, and may in fact be worse.
