Yeah, 17 only used it against Piccolos hellzone grenade in dbz and 18 never revealed herself even knowing how to do the barrier during any part of the Android arc but you can see it a available technique for her in the video games so that's nice to see but annoying to not see super writers acknowledged it since like you said,she is his twin afterall. The standard for beating Top was only to knock him out of the playing field, not to utterly destroy him or at least kinda "knock him out" as Goku did back in Episode 14. We still don't know if Vegeta could have pulled THAT off! And as for Android 17, even if he DID seem to have eliminated himself, remember what Vegeta did last episode?
