When I had roommates, I had to implement the "Use It, Clean It" policy.

If you dirty a dish, wash it as soon as you're done with it. Then no one has to do the dishes, and there's never any important dishes missing. Plus, if you're too lazy to clean a dish, you won't eat superfluously.
