An interesting note was made, that if Bato was full cyborg he wouldn't still have those kind of eyes. But in the episodes he's eating the cyborg food and talks about how he can't drunk, so I'm pretty sure he is full cyborg, in SAC, at least. Still doesn't explain why he wouldn't just change to normal eyes, or what having those eyes has to do with being a ranger.

If you're looking for some all around GiTS discussion the sub reddit is actually really good. They tend to get into the deeper meaning behind things.
