It is just vague enough to be taken either way. I have seen shows and movies were a friend uses romantic terminology to someone when they clearly are just emphasizing how strong their bond is.

I said this before: pretty much all the actors in the FMA dub have moved to Los Angeles and left Funimation behind, with the only remaining ones being full-time Funimation employees who do more than just acting. Even the ones in BROTHERHOOD have done that by now.
