I think so. Their fear of that bluff was probably the reason they went for the infiltration for their first attempt to get to the capital since they had no way of knowing his will was preventing his successors from fighting back (or actually enacting that bluff) or that Grisha stole the power the same day their attack began. Now it looks like it's difficult to employ the manpower since they're constantly being watched and challenged with the other nations seemingly starting to get close to reliably countering their Titans and the huge power loss from losing both the Female Titan and the Colossal.
