Apparently, today (February 3rd, 2024) is actually the day.

Everyone watch the 4th through 6th episodes of GITS today!

Edit: it has just come to my attention that the events of the Laughing Man arc actually take place in 2030, but the arc references the incident from 6 years prior, which is indeed today, 2/3/2024. Major Motoko talks about it in detail at the beginning of the back half of Episode 5.
