It's traced by eye. I used to do that with video game booklets when I was a kid. You can see wavering in the lines of the head. Still_Me just said she was an artist so I took her at her word, And the in the blown up picture I can see how she was trying to trace the head shape because it is a little sharp. Drawing something acute and elongated has to be difficult.

You look at the picture and try to move your hand how you see the line moving. I was pretty good a sketching natural things in pencil because I could clearly see the lines on a plant. Plus they don't move much. I did a lot of erasing but I still remember this drawing I made of a young dying sunflower. It was damn near perfect. Not so good with anything that moves.

Oh well if that counts as tracing I guess it is. I just thought as long as you didn't put the paper over it it wasn't tracing.

Its not. They full of shit. My daughter doesn't trace anything. And if she did it makes no sense shed just trace one inch

 You can see where she erased the head and redrew it
