my neighbors yard is full of trash

we have a thing called the transfer station.  there is no city collection service.  people are supposed to hire a private garbage man or take the trash to the transfer station

themselves.  it looks like he started collecting junk, there are a few strollers, a huge kids pool, construction junk, and metal pile, microwaves, trash, a computer monitor,

and a bunch of other stuff piled up, and the whole summer long, he didnt even mow so it was a jungle of garbage back there.

 

what gets me is he has a skinny pitbull he doesnt treat very well.  the dog is only allowed in that part of the yard when it has to go out, and she looks around the junk

and sniffs around looking for food and water.  she got her head stuck in a bucket the other day trying to drink the water from some wet leaves at the bottom.

i had to go out there and pull the bucket of her head.

i am on the second floor in the in rear but my entrance is in the front, so i have to go upstairs and to the back of the hallway to get to my door.  he is the next door building 

and my windows on one side look out over his yard, so really close, but i never smelled anything.

my mom said their rats are going to come over here.  i saw a rat in our dumpster once.  the landlord does the garbage here.  i cant call anyone because i am too embarassed

to complain.  i feel like a wart when i complain

You need to....call the ASPCA and make a biohazard complaint with the county

That is all kinds of bad situations waiting to happen, so you have nothing to feel embarrassed about. And that kind of trash can attract much bigger things than rats.
