To me part of it is art style due to the change in studio and character designer but there is also a time skip component to the designs looking older now too (supposedly the new time skip designs are adapted more from the manga but since I've always preferred the Kyoji Asano WIT anime designs more than the manga I would have liked to have seen WIT's version of these too).
