Gist (as I understand it): 

Researchers found that hitting medical imaging dye with "near-infrared light" (which can penetrate as deep as 10cm into the body) causes the atoms of the dye to vibrate in synchronous unison.  The atoms drill into the outer membrane of the cancer (as well as infectious bacteria & treatment-resistant fungi) and continue all the way through the cancer.
