Why didn't they just spell it Windows IX or Windows Nine?

Maybe because Nine sounds like Nein (No).  "Windows No" wouldn't have much of a cachet to it.

As for a name like they did with Vista, nobody seemed to like Vista - so that was a non-starter.

Your reason for them not using "nine" is honestly kind of stupid. Your reason for them not using a word like Vista is a very good point though.
