Pretty much. As many have said, for a while now it's obvious that it is so Kishimoto to make a female character like Anko that should be extremely easily connected to both the plot and the action and yet is such a non-player.

I think this was also the reason they gave as to why all of the refugees that are constantly connected to Kuze to watch his actions never try to get any closer in the link or to influence him in that way. I think this was mentioned in the ep where we first learned he had so many people watching his actions. Plus Kuze warns the Major just before she tried to fully connect to him to try to see through his eyes, to find his location, about what connecting to his memories or whatever else is there seems to do to most people.

Hmmm. Don't think so. Just last week, since last week we ended on Batou facing down Kuze. The one from 2 weeks ago ended with the Major having picked the wrong location to capture Kuze.

Yup, looks like a couple passed. Not sure if he's one we actually saw in that old ep though or not.

Looks like anyone who tries to directly reach Kuze's cyberbrain dies because they can't handle something. the Major just barely endured it.

Yup, the minute we learned that I wondered why she hasn't become a major character in the show. She could have been one of the main leads up there with Kakashi and much more involved in taking down Orochimaru, and the Akastuki. So much missed opportunity for character rivalry between her and Orochimaru.
