I agree that he probably could have done both. But I think he feels that thanks to the situation with that jerk egging them on that the people were starting to think the Sea King was actually really weak since he beat him so easily despite being C-Class, which makes the other heroes that got really hurt putting their lives on the line to fight someone so strong look bad, which is something Saitama really respects especially since he doesn't have a challenge.
