Apparently not a financial decision, I remember the interviews and I think it was also mentioned in here maybe too that came out last week said it was stylistic one for matching old horror and since the manga is apparently entirely black and white too (never read it myself though). In fact I think they said it was harder and actually more expensive to do it this way.
