Crunchyroll, Toonami, and closed captioning

This is an article going over the current state of closed captioning from Crunchyroll 

 

Toonami plays an interesting role in this. Basically, if they air the show, CR has to add captions because all shows that air on TV are legally required to have them per the FCC

I blame the stigma towards "dubtitles" for this apparent aversion to closed-captioning.

Most anime dialogue is yelling so it's already accessible to the hearing impaired.
