I take any public release from Toonami with a grain of salt.  They like to over-exaggerate what they're really doing and twist their meanings in order to try to pacify the fans.  Remember, this is the crew that called the airings of most dubs "premieres", before they actually DID get a ton of dub premieres.

To be fair, Megalobox does feel outside of their comfort zone, considering how badly sports anime has done on the block (i.e. IGPX regrettably, Prince of Tennis though I blame executive meddling for that one).

Though you could also say, it has the same tone as Cowboy Bebop, their darling, only they use 80's cyber punk in their OST instead of jazz.
