Naruto and this Underworld are both fictional universes so it's likely they are meant to be fictional and/or semi-fictional races, similar to the Ishvalens. Then you have Egil who is from the real world who has perfectly natural skin tone for a black guy, so that adds to that argument. But some of those Naruto characters had more natural skin tone so some of them were probably meant to be black, others a fictional race. But I didn't get the idea that village was ethnically homogeneous either.

The white people are called white Iums but I haven't heard "black Iums" used yet.

Maybe Reki had them look like that because he thought it looked cool. I would tend to say they are nice looking character designs. This whole world was also created by Kikuoka and Higa who are shown to be bad people. So even if they put all the minorities in the Dark Territory it is just another indictment on them. How many gay people have there really been? Yuuki, whose whole character arc was about her dying. She's a fan favorite character. That random disciple of Fanatio who hadn't even had a face reveal before then and who Reki threw a backstory at the last minute to generate sympathy. You either not have seen most of what he's said or must be misguided to believe he is 90% right on this or most of anything he says. Easy searches debunk most of what Mochi says just on general anime information, much less serious issues like this. He tends to have a twisted interpretation of things as well. So couple that with the constant sky is falling mentality and it's not a surprise that a lot of people here don't take him seriously.

In case you haven't noticed, not everyone in the Dark Territory are all evil. Some of them wanted peace. The only real evil one besides Vecta that I can think of us Dee Eye Ell. And Vecta is in fact Gabriel Miller who we know is a white American guy. You are way off base with the women there. Anyone watching the show can see that. Everybody gets killed left and right and I wouldn't say the gay characters contributed nothing either.
