they were spending a larger budget on the animation for this arc of Super and season 3 of Crystal so they decided to make movies instead of new seasons since they were already spending a movie budget on the animation

another reason the improved animation is a bad thing is because it's made Toei decide to stop making DB and Sailor Moon as TV animes and condem the series to being movie exclusives with Super's new story arc consisting of the upcoming movie and the Crystal Remake of Sailor Moon SuperS being a pair of theatrical movies

okay I HATE, that the animation WAS improved for this arc, because it ALMOST makes you not notice how bad this series still is
