I found Sonic forces Leaks **EXTREME SPOILERS**

first off, Shadow isn't evil, the evil shadow shown in the trailer is a false projection created by Infinite

 

second, the entire world is a mass hallucination/pocket reality created by Infinite that all the sonic cast have been trapped in....much like Homura's Barrier in Puella Magi Madoka magika: Rebellion

 

basically, Infinite is a combination of Kyuubei, and Homucifer and the returning villains are his familiars
