1938 Packard Posted June 30, 2017 Share Posted June 30, 2017 Back in the 1970's, whenever a person was deemed by the courts to be incompetent, IE absolutely incapable of handling such affairs as a job or household management, he was placed in a psychiatric hospital for rehabilitation. Sound mean? Well... just consider that back then, a seven year old kid could walk from the White Horse Pike to the Hammonton train station five mornings a week on his way to school, unaccompanied, and not be accosted by a lunatic.
